Vehicle owners in Delhi who fail to display colour-coded fuel stickers on their vehicles’ windshields can now face fines and other penalties. These stickers, which indicate the type of fuel a vehicle uses, have been made mandatory under the High Security Registration Plate (HSRP) mandate. The Delhi Transport Department has announced that non-compliance with this rule will invite action under the Motor Vehicle Act , including penalties and the denial of Pollution Under Control (PUC) certificates.

What are colour-coded stickers for fuel
Introduced as part of the High Security Registration Plate (HSRP) mandate in 2012–13, these hologram-based stickers are affixed to the windshields of vehicles to indicate the type of fuel they use. They are designed to be tamper-proof and self-destructive, meaning if anyone attempts to remove them, the stickers will be rendered unusable.

The stickers come in three colours:
  • Light blue for petrol and CNG-run vehicles
  • Orange for diesel vehicles
  • Grey for vehicles using other fuel types, such as electricity or hybrids
Why are colour-coded stickers important
The stickers help law enforcement and pollution control agencies quickly identify vehicles based on their fuel type, especially during periods of high pollution. On such days, more polluting diesel vehicles may be restricted from plying the roads.

This system also supports faster and more efficient enforcement of vehicle-related environmental regulations and is part of a broader strategy to curb vehicular emissions in urban areas.

Enforcement and penalties

The use of these stickers was made mandatory for all new vehicles in April 2019 and was later extended to old vehicles. Non-compliance now falls under Section 192(1) of the Motor Vehicle Act, which penalises driving unregistered or improperly documented vehicles.
In 2020, the Delhi government launched a special drive to enforce compliance, imposing fines of up to ₹5,000 on vehicles without HSRPs and stickers. Authorities have now reiterated that vehicle owners who fail to display the sticker will not be issued PUC certificates.

How to get a colour-coded sticker
  • Visit the Delhi Transport Department website and check the list of authorised dealers.
  • Choose a nearby dealer and click on the appointment booking link.
  • Select your vehicle type: private (white plate) or commercial (yellow plate).
  • Enter your vehicle model and select your state.
  • Choose a dealer location and fill in your personal and vehicle details.
  • Verify with the OTP sent to your mobile number.
  • Select a date and time for your appointment.
  • Make the payment online and receive confirmation via SMS and email.

By helping to regulate high-emission vehicles and ensure compliance with environmental norms, these stickers contribute to broader climate and public health goals.
